Good morning, MCMA!
For those who attended the conference in Thunder Bay, it was a pleasure seeing you. It was especially valuable to receive a direct update on the ICON replacement project from Ellen Gray, the Ministry’s Manager of POA Technology Modernization Initiative.
We learned that our six regional MCMA representatives have been meeting twice weekly with the Ministry, Justice Technology Services, and members of the Ontario Court of Justice to map out current ICON processes. As you also heard, there is currently no cost model in place for the new system. Dianne and I have been vocal in our discussions with the Ministry, emphasizing the need for a shared cost model now, recognizing the varying budget cycles and Council/CAO approval timelines across municipalities. We have clearly stated that any new costs must not exceed the current rate of $1.95 per charge. In fact, we’ve advocated that the Ministry should fully fund the new system, given that it is a mandated POA case management platform. While the Ministry may not agree with this position, they are fully aware of our stance.
To make our case stronger, members at the conference agreed to gather data showing how much municipalities have invested in ICON since the POA program was downloaded from the Province.
We are requesting the total spent on each of the three categories from every municipality, covering the period from the POA download to present:
- Total ICON charges ($1.95 ea)
- Quality assurance costs (please also include hourly rate)
- Victim Fine surcharge amounts
Your contributions will be instrumental in building a strong, evidence-based case. If you require any assistance in compiling the data, please don’t hesitate to reach out. We kindly ask that each municipality submit their data to their Regional Representative, who will then share the consolidated information with the Board.
