MCMA Update April 2026

Good afternoon, MCMA Members,

We are now less than one month away from the MCMA Annual Conference, and we look forward to connecting with members through a strong and engaging agenda.

While we anticipate comprehensive updates from Armina and Teresa, who are expected to attend the conference, the Board wished to share several important developments in advance. This early communication is intended to support informed discussion and to allow members to prepare questions or feedback for the MAG team.

Policy Review (formerly referenced as the stabilization exercise)

As previously communicated, work on the POA Case Management System replacement has been paused while the Ministry undertakes a broader policy review. This review is intended to address system pressures and advance sustainable, strategic modernization. The Ministry has identified opportunities to modernize court operations, strengthen access to justice, and ensure that policy frameworks remain sustainable, fair, and consistent. This work includes exploring potential options such as enhancements to Early Resolution and the use of administrative penalties. Attached is the official announcement from the Assistant Deputy Attorney General and a Placemat which outlines context and improvement opportunities.

The review remains in its early stages and is currently focused on assessing the existing state and identifying areas where efforts should be prioritized. No decisions have been made at this time regarding specific improvement initiatives. The Ministry has indicated that a clearer pathway for next steps is expected following the POA forums, with the goal of presenting implementable options by Fall 2026. MCMA has been advised that we will be engaged in advance of any options being presented.

Early Resolution

The Ministry continues to communicate that Early Resolution reforms remain a key priority, with an anticipated introduction through an omnibus bill in April or May.

A joint working group consisting of representatives from MCMA, the Prosecutions Association of Ontario (PAO), and the Ministry has met on three occasions to review operational process questions posed by MAG. The purpose of this work is to inform the development of an operational best‑practices guide. Members seeking additional information are encouraged to connect with their respective MCMA Board representative.

POA Annual Survey

Armina has confirmed that a MAG directive is expected to be issued during the week of April 14, with a submission deadline in the week of June 1. Further details will be shared as they become available.

There is a significant amount of additional work underway, and we look forward to sharing further updates with you at the conference. We are very much looking forward to seeing everyone there.
